RIKERS CONDITIONS ARE UNINHABITABLE, BUT THE JAILS KEEP GETTING MORE MONEY TO FAIL.

THE CITY WANTS TO BUILD NEW JAILS, WHEN IT SHOULD BE CLOSING THE ONES THAT EXIST.



THE PEOPLE WHO FOUGHT TO BUILD NEW JAILS SHOULD BE EMBARASSED ABOUT THEIR FAILURE.
